The period of intense transformation in healthcare service brings about much higher requirements for the qualification of managers, their personal content and level of training in the field of management. The mission of project-oriented programme of managers training is to assist the development of health care service in the Sakha Republic (Yakutia) by preparing a new generation of leaders, who are able to manage health care institutions effectively, achieving competitive advantage in the rapidly changing external environment through the acquisition of competencies and skills that allow to develop strategic and operational solutions. Traditional approaches to training, giving a certain package of knowledge, must give way to innovative methods, developing individual abilities of students, creativity, ability to make decisions and carry out professional activities in standard and non-standard conditions. The article describes the experience of applying the methodology of the innovation and project training of administration and management stuff of the healthcare workforce, which was gained during the additional vocational training course by the Department of Public Health, General Hygiene and Bioethics, Medical Institute. The analysis of the issues arising during the implementation of the competence-based approach in the practice of medical education and health care, discussed in this article, allows to develop the proposals for its improvement. The training of the “new type” managers in healthcare service, taking into account the real needs of institutions and individual capabilities of people, motivates staff to develop and enhances their self-esteem, thus ensuring the multi-fold return on investment.
