В статье рассмотрены взгляды А.Е. Кулаковского на проблемные моменты землеустроительной политики имперской администрации на Северо-Востоке России с точки зрения коренных народов, проживающих на этих территориях. Проанализирована динамика землеустроительной политики имперской России, когда колонизация земель Сибири и Дальнего Востока, проходившая в форме повседневного крестьянского освоения, ограничивалась центральной властью России запретом нарушения земельных границ участков коренного населения с твердым наказом контроля со стороны местных органов управления и когда в начале XX в. освоение этих дальних территорий получило организованный вектор государственной переселенческой политики в ходе реализации аграрной реформы П.А. Столыпина. Обращение А.Е. Кулаковского ҺЯкутской интеллигенцииһ содержало призыв к консолидации всех сил перед грозившей волной переселенцев, благодаря оценке вице-инспектора Корпуса лесничих С.В. Маркграфа, до 2 млн. чел. Показаны маркированные А.Е. Кулаковским объективные трудности в Якутской области: географически обширное пространство, представляющее малопригодные для освоения земли; особенности землепользования скотоводческого хозяйства якутов, сложности в применении технологий агрокультуры в климатических условиях Якутии, которые сохраняют актуальность и по настоящее время.
The article describes the views of A.E. Kulakovsky on the problematic land management policies of the Imperial administration in the North-East of Russia from the point of view of the indigenous peoples living in these territories. Dynamics of the land management policy of imperial Russia was analyzed, when the colonization of the lands of Siberia and the Far East, which took place in the form of daily peasant development, was limited to the central government of Russia by prohibiting the violation of the land borders of indigenous areas with a fi rm order of control by local governments. When at the beginning of the XX century, the development of these remote territories received an organized vector of state migration policy in the course of implementing P.A. Stolypin’s agrarian reform. Address of A.E. Kulakovsky “Yakut intelligentsia” call for the consolidation of all forces in front of the threatened wave of settlers, thanks to the assessment of the vice inspector of the Forestry Corps, S.V. Markgraf, to 2 million people. There are shown A.E. Kulakovsky objective diffi culties in the Yakut region, where a geographically vast space, which is of little use for land development; peculiarities of the land use of the Yakuts’ cattle-breeding farm, the complexity of applying agricultural technologies in the climatic conditions of Yakutia remain relevant to the present time.
