В статье рассматриваются взгляды Василия Васильевича Никифорова, одного из ведущих лидеров национальной интеллигенции. Будучи улусным головой, мировым судьей, частным поверенным, он профессионально отстаивал идеи демократизации местного управления и самоуправления инородцев; введение земского самоуправления в Якутской области. Научный интерес к данной теме связан с изучением эволюции взглядов В. В. Никифорова, а также его усилий по модернизации системы управления и самоуправления в Якутии в эпоху социальных потрясений начала ХХ в. Обнаруженные архивные документы по преобразованию управления и самоуправления так называемой реформой В. Н. Скрыпицына; позиция В. В. Никифорова в вопросах требования демократизации управления и участия местного самоуправления в развитии края в период первой российской революции; руководство В. В. Никифоровым земским самоуправлением в Якутии позволяют исследовать его общественно-правовую деятельность. Представляется важным привлечение внимания научной общественности к трудам В. В. Никифорова как к историческому памятнику правовых взглядов передовой национальной интеллигенции из провинции.
The article deal with the views of Vasily Vasilyevich Nikiforov, he is one of the leaders of the national intelligentsia. Vasily Nikiforov, as ulus head, magistrate, a private attorney, professionally championed the idea of democratization of local administration and self-government foreigners, the introduction of territorial self-government in the Yakutsk region. Scientific interest in this topic is related the study of the evolution of V. V. Nikiforov's views, as well as his efforts to modernize management system and self-government in Yakutia in the era of social upheaval of the early XX century. The found archive documents to transform government and self-government of so-called reform of V. N. Skripitsyn; the position of V. V. Nikiforov requirements in matters of democratic governance and participation of local government in the development of the region during the First Russian revolution; the leadership of V. V. Nikiforov territorial self-government in Yakutia allow to investigate its socio-legal activities. It is important to attract the attention of the scientific community to the works of V. V. Nikiforov as a historical monument to the legal opinions advanced national intelligentsia in the province.
